An IETF working group for HTTP?

I agree that the time is right for an IETF effort in the HTTP arena.
The development of RFCs could contribute significantly to the
interoperability of future HTTP clients/servers on the (commercial)
Internet. This is especially important wrt security and electronic
payment, where "grass roots" efforts are already underway. In fact,
those two areas should be delegated to separate (but coordinated) IETF
working groups, as each has a wealth of technical issues to deal with.
In addition, a number of security-related working groups already exist
in the IETF, some of whose work could be leveraged (e.g. the CAT
GSSAPI).

There is also an effort entitled "W3O", which I understand to be a
joint effort of CERN and MIT to "oversee" WWW-related standards
activities. I assume they would be interested in any IETF HTTP work.
